I find it hard to believe. There's no source, that thing is gargantuan and it's not like something Egypt would use as a NC. The girl doesn't seem to be Egyptian (let alone Miss Egypt) and it doesn't seem to be any sort of official presentation. If it does end up being her NC...I don't like it.

i don't know for what but if it's the real national costume i have the feeling that the day of the parade of the national costume egypt will have the same NC but in a very small version

but i hope that Egypt ill keept it really big.

The snake/cobra has an immeasurable significance in the history of Egypt, especially during the height of its power before the Christian era. It was used as a symbol of power by the empire's pharaohs. If this will be used as a National Costume, then I believe it is but logical. It is humongous, indeed, but as long as she can carry it (not literally, perhaps), then I believe she has a strong chance of winning that part of the pageant.
